Central Hudson’s Enhanced Low-Income Assistance Program Approved

Central Hudson Gas & Electric Corporation’s enhanced low-income assistance program has been approved by the New York State Public Service Commission (PSC). Called the Enhanced Power Opportunities Program (EPOP), it offers temporary financial assistance with utility bills to qualified low-income families, while providing information and coaching on energy conservation and household expense management through the EmPower New York program offered by the New York State Energy Research and Development Authority (NYSERDA). This enhanced assistance program is provided as part of Central Hudson’s recent rate agreement with the PSC.

“The Enhanced Power Opportunities Program builds upon our existing programs to help families with the greatest need,” said Charles A. Freni, Senior Vice-President of Customer Services. “While providing financial assistance to address difficulties in the short-term, the program also gives these families the long-term tools they need to better-manage their energy use and household expenses.”

To qualify, families must be heating customers of Central Hudson (natural gas or electric heat); receive HEAP benefits; meet income qualifications; have an arrears amount of at least $100; enroll in the utility’s monthly budget billing program and EmPower New York; and meet all other program requirements. “Participants will receive a discount of $25 to $150 on their monthly budget bill, as determined by their energy usage, income and family size, and a reduction or elimination of the arrears balance when current bills are met,” explained Freni.

The three-year, $4 million program will serve approximately 1,000 customers, and is anticipated to begin this fall. An interim program is currently available to qualifying families. Freni noted that EPOP joins the many other assistance programs offered through Central Hudson, including Deferred Payment Arrangements, the Good Neighbor Fund, Extra Security Plan, Hospitalization Plan, Budget Billing and various energy conservation measures.
